U.S. Treasury Targets Iran’s Oil Trade with New Sanctions

In a strategic move against Iran’s oil economy, the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned Hengli Petrochemical (Dalian) Refinery Co., Ltd., a significant player in China’s independent teapot refinery sector. This refinery has been a major customer of Iranian crude oil, engaging in billions of dollars in transactions that have sustained Iran’s petroleum industry.

The action is part of a broader initiative dubbed ‘Economic Fury,’ aimed at disrupting Iran’s financial networks, particularly those facilitating oil transport. Alongside the sanctioning of Hengli, approximately 40 shipping firms and vessels linked to Iran’s shadow fleet have also been targeted, hindering the regime’s ability to generate revenue, which is essential for its regional aggression and nuclear ambitions.

Secretary of the Treasury Scott Bessent emphasized that these sanctions are intended to apply significant pressure on Iran, stating, “Economic Fury is imposing a financial stranglehold on the Iranian regime, hampering its aggression in the Middle East.” The Treasury Department will continue to target entities involved in covert oil trade that support Tehran’s destabilizing activities.
